Maybe but "part month" is lousy English. "He's part English" is fine, so is "part-time" but "part week" "part month" is pushing it. And anyway, as written we really don't know if it'd meant to be "first part of the month" or "first partial month" though I think that you are probably right and it's referring to an incomplete month and a pro rata refund. But we really don't know and I would consult the client.

Cela me paraît plausible en tout cas et signifierait que ne sont pris en compte que les mois complets (de 30 jours ou calendaires). Mais là nous avançons à l'aveuglette : il faudrait avoir des précisions sur ce point.

Je doute que ce soit une faute d'orthographe : l'aurait aurait tout simplement dit "... the first month after set up" plutôt que "the first past month after set up", qui me semble plutôt lourd comme expression.
Il me semble que "first part month" ici fait référence à un mois 'incomplet'. Si vous ouvrez un compte au cours du mois et vous changez d'avis avant la fin dudit mois, les frais facturés pour cette PARTIE/FRACTION du mois (ou encore pour ce "premier mois partiel") vous seront remboursés.

Actually, isn't it "the first part of the month" rather than "of a" ???
As for "part month" getting many hits, there's a lot of Globish written and spoken in the world, but that doesn't make it correct.

Je ne pense pas qu'il y ait de différence entre "part month" et "part of a month" (vous pouvez faire une recherche sur les 2 expressions et vous aurez des contextes d'emploi similaires, pour ne pas dire identiques) mais la seconde est bien plus courante.

"part month" est peut-être tout aussi correct ou bien c'est une dérivation de "part of a month" qui fait l'économie de la préposition, ce qui n'est pas si rare que ça, il me semble, en anglais. Mais il faudrait mieux demander cela à un anglophone.

A noter qu'au Canada, on semble plutôt dire "portion de mois" plutôt que "fraction de mois", en tout cas d'après Termium :
