This is the full term. It is a piece of a tactical defense gear for members of the police and the military. It resembles a Kevlar vest with a lot of outer pockets, along with a belt to the waist for back support, and a holster to the hip.

cross draw vest = vest allowing the "cross draw" of the handgun

i.e. the handgun in held in the front part of the vest (on the left side) and can be drawn by placing the right hand across the vest, in other words allowing a quick draw of the gun.

As the main point of positioning the gun holder "across" the vest is to allow a quick draw of the weapon, it could be translated by "à dégainé rapide"

disagree  Daryo: where is the "cross draw" bit? "draw" in military/police parlance means "drawing your weapon" - you noticed the gun holder on your picture? - that is the distinctive element that you ignored.
