English term or phrase: Block utility tariffs
Here are a couple of sentences that give the context:

"To be socially and politically acceptable, environmental tax reforms must be consistent with poverty reduction strategies.
Implementing social policies alongside tax reforms can shield the poor from any adverse impacts.
Such policies can include *block utility tariffs* for the poorest (also known as “lifeline tariffs”), a more progressive income and labour taxation system, and temporary increases in cash transfer programmes."

I understand what is meant by this expression (ie the poor will pay a forfeit amount for utilities such as water and electricity), but am not sure how to render it in good French.

I would greatly appreciate your help in this.

tarifs progressifs pour les services (eau, gaz, électricité)
Explanation:
les revenus modestes paient le tarif de la première tranche uniquement, et sont donc protégés

"Block Tariffs

Block tariffs are volumetric charges. The prerequisite for setting a volumetric charge is that consumers have a metered connexion to water services. Under a block tariff scheme, users pay different amounts for different consumption levels. Block tariffs have a step-wise structure. The water charge is set per unit (e.g. cubic meters) of water consumed and remains constant for a certain quantity of consumption (first block). As the water use increases, the tariff shifts to the next block of consumption and so on for each block of consumption until the highest one. Block tariffs can be differentiated among consumer categories (e.g. domestic and non-domestic) and are of two main types: increasing and decreasing."
