Explanation:
I'm not quite sure if this term can be applied to this particular type of 'hanger', but I have certainly come across it in FR as the word for a hanger for a fluorescent strip light fitting.

In his answer to the KudoZ question in my first ref. above, Daniel Marquis wrote:
"Un pendard est un type précis de support de tuyauterie assurant une suspension, par opposition à un appui par le dessous. « Pendard » est le terme consacré pour traduire « hanger ». On trouve aussi l'expression « collier de suspension ».
