Os vistos is probably best translated into The Ticks, as for Australia.
What is meant, however, is probably that legal professionals have each one of them ticked a box to state they have done what they should.
That would obviously be an opinion. In this sense, the fellow who said legal views was close enough.
Legais means legal.
