Expert van zijn vakgebied.
Degene die van de machine(s) in zijn vakgebied de volledige kennis heeft en is aangedragen om trainingen en instructies te geven aan medewerkers en klanten.

I can't find anything in ENG or NL which makes sense here, any ideas?

Explanation:
FSE = Fire Safety Engineer. Dat komt als eerste (en enige?) tevoorschijn als je gaat zoeken. Die komen vaak om de hoek kijken bij allerlei procedures. PTO staat hier wellicht voor Programma voor Toetsing en Ontwikkeling. (vanwege het woord 'didactisch') Daar zou je Training and Testing Developer van kunnen maken. (Test developers zijn overigens IT-ers).
