I would tend to use the future here, which better conveys the notion of 'may' (otherwise, the present translates 'can'), and I believe the reflexive form is more natural in FR than using a true passive — especially as the EN source text isn't actually passive anyway. There is nothing odd about the use of 'may' for such obligations — there may be many different conditions that might arise, and it is the combination of different conidtions that may or may not mean the regulations, or this or that aprt of them) do or do not apply. |
