I understand the word "fiscalização" to mean inspection, surveillance, etc. What troubles me is that in this instance it is capitalized, almost like an entity. Should I translate this as "...by way of inspection," or "...by the Supervisory Body"?

I faced the same problem this week and solved it by using INSPECTORATE. As you will find on Google, it means a body or staff of inspectors, which seemed as suitably vague as my source document, which didn\'t say whose inspectors they were.

The upper case may not imply anything. Lawyers writing in Portuguese tend to sprinkle capital letters and capitalized words around when the fancy takes them.
