You've used "reserve dyke" for "inlaagdijk", which I agree with, and you could call the area between the two a reserve, meaning an area of land that's not being used for any particular purpose. In practice, how you translate "inlaag" is academic, as you can avoid repetition of "reserve" by saying something like: When a dyke threatened to collapse, another would be built in reserve slightly inland.
