I'd say the type of 'device' being referred to here is more like an appareil (mobile phone, tablet, PC, etc.)

I think the addition of the prefix mono- is commoner in FR than in EN, cf. monobloc, monodose, etc.

neutral  Tony M: Whilst I agree with your idea of mono-, I don't believe this is the actual meaning here: I think it is referring to a single type of device, rather than any one particular machine — that would be frankly silly! The clue is in the choice of 'device'
