Yes,it is definitely about a person. The story takes place in Angola where black-mestizo problem is still quite present; a presumably middle/upper class lady is describing a policeman with those words, however she doesn't say it out loud. She shows a certain level of racism and because these are her thoughts only, I thought that 'black as the night' would be the best option, even if it is racist. I feel that the context requires it to be said, as the emphasis is put on the blackness.
