Instead of affixing the stamp itself (you buy the stamp), you can pay it in advance using a payment form or voucher. This "por verba" indicates that instead of affixing a stamp, the corresponding tax was paid using a payment form/voucher. (I got this explanation from ProZ Kudos many moons ago). |
