Arabic term or phrase: توفرها أم توافرها

ما هى مصادر الحماية التى كان ينبغى توافرهاللشخص؟
Is this term correct. If yes, can someone please explain the difference between the two?

Explanation:
I would use neither توفرها nor توافرها. The former is a neologism that is commonly used by people in the media (TV, newspapers) and other low-standard sources. It has no basis in standard Arabic. The latter means "abundance."

Notice that the English text, which I assume is the source, says "made available," not just "available."

Another neologism that has no basis in standard Arabic is توفيرها as used in this sense.

Explanation:
I agree with ocean2gulf in his answer, and I agree with the resource he provided. Still, توفر and توافر can stand also for the meaning of providing. The difference should be that توافر indicates وجود الشيء بكثرة while توفر indicates وجود without any indication for الكثرة.

examples:

توفر النفط في الأسواق

would stand for: وجد النفط في الأسواق (ربما بعد انقطاعه مثلا)

توافر النفط في الأسواق

would stand for: وجد النفط بوفرة في الأسواق (بشكل زائد لدرجة ملحوظة ربما لقلة الإقبال عليه أو لزيادة الإنتاج مثلا)

in your context, I'd go for توافر as ocean2gulf suggested, and I may even suggest توفيرها as although it stands for "saving", it also stands for providing by a specific side!

I think it is better here to use توفيرها as the translation should read:
ما هي مصادر الحماية التي كان يجب توفيرها للشخص
