What is 'cover' ?
[context]
Both stamp and non-stamp collectors will delight in the extensive collection of local and international stamps, and first day covers housed in this quaint building dated back to 1907. Stamps provide a visual re-telling of traditions and cultures, and this is most evident at the Singapore Philatelic Museum where multi-ethnic Singapore is captured through the history of stamps and postcards.

Explanation:
I'm not 100% sure, as the English is not very elegant. it looks like something that wasn't written by a native English speaker.

agree  bigedsenior: It is not necessary for the envelope to have a cachet, only that the date stamp is correct. Early FDC's, and the true rareties, were on plain envelopes.

first day issue

Explanation:
On the day a new stamp is issued, you can get a special envelope on which it is stuck with the date "stamped" on it. The envelope usually have illustrations / explanations, etc about the person / area / topic the stamp celebrates.
