Accounts Receivable (also known as Receivables)
Money owed to your organization, corresponding to bills or invoices that have already been sent out.

Accrual Accounting/Budgeting
The accounting/budgeting system that records revenue when it is earned, expenses when they are incurred, and the cost of using fixed assets such as buildings or equipment, as opposed to Cash Accounting, defined below.

Explanation:
When we sell a product / service on credit to a customer, we raise a bill that 'debits' her account. At the end of the day, we total up the amount of money that is receivable from such parties. This money is "receivables" for our business, and appears in the "assets" side of the balance sheet.

"Accruals" is a term _usually_ associated with interest calculation. It could refer to both "Interest calculated and receivable", as well as "Interest calculated and payable".
