It seems to me, under the "menu" section, that vendors are offering samples of their cuisine. You can purchase 16 tickets to redeem at the various vendors for $10.

To further clarify, you may not need to spend all tickets at one vendor; you may want to sample different foods from different vendors, so you may spread your tickets out among vendors.

Limited use taste testing tickets


Explanation:
Tickets which have restrictions on them as to what and where you can eat or sample taste.
Example: Hand 1 ticket over and you may get 100grams of cheese from a participating store/stall to taste to see if you like it, and you may then buy some to take home. We have a Tropical food, wine and fruits festival here, where they have the same system.

$10 gets you 16 taste test tickets which you can take one to each of 16 stalls and hand one ticket over to taste their food. you normally get a small cupcake size dish, with a sample of the food in it.
They do this to stop people walking around taste testing all the food instead of buying their lunch from the lunch food vendors.
