If HE is talking about monkey-slapping, it is usually in reference to sex (masturbation). His comic routines can be brillantly funny, but he can and often does go to extreme limits.

The term, however, has been used figuratively for all sorts of things, mostly repetitive actions that are thought to be silly or mutually destructive. I have also heard it used for masturbation.
