none of the meanings of "skirt" I know fits here.. any ideas?

My interpretation


Explanation:
They're at this Jamaican party, they get high on whatever, he's in the mood for nookie, he's "rubbing" her back in order to get her in the mood - she has no desire, it's not the right time or place, and it's early in the morning - thus the ref to the papers (newspapers are delivered early 5 - 6 am) and his reply is forget about it - let's just get down and dirty!
