agree  Katalin Horvath McClure: Yes, this is it. People with the actual job (Developer) normally have "exempt" status and they are not officers. So, the status of this employee is "exempt, non-officer". I know this because I was once in a similar status.

non-exempt officer

Explanation:
This might help you:
It may be a poor translation from an English original, putting the "non-" after instead of before the word it is qualifying. The link provides some examples of "non-exemption" in employement situations.

neutral  Charlesp: could be, but it doesnt seem reasonable that a person in such a position would be an officer of the company.

disagree  Katalin Horvath McClure: No, this is definitely not correct. Developers/analyst are normally exempt (paid salary not hourly wages, for example), and they are not officers.

not an officer of the company

Explanation:
As a guess, as it is clearly written unclearly, I would guess that it means the employee is not an officer of the company, but will have the simular employee benefits and lack of benefits that an officer would have (ie not being paid hourly, ie no overtime pay) and be treated as if he was a management employee, but without any of the (signing and other) authority that an officer of the company would have.
