Usually the police commissioner attends these with all the politicians and they promise the police stricter laws for people who beat up police, and mandatory jail terms for spitting on police etc. This is there Annual Zero Harm Stand Down (Day).
There is a day In Australian when all Police have a day where they stand down from duty Ie: not strike, and they remain on full pay, (Minimum staff stay on of course) and they march to pledge for a zero harm for police in the line of duty, and to honor those who were harmed or lost their life in the line of duty.
In America I have seen Fireman do the same esp after 911. These are annual events, and would explain why annual is in the text.
