Explanation:
I am unsure why annual is at the front of it, unless it is the one to be adopted for the upcoming year, in which case it will be instructions, but it is more likely to be a report of the amount of "Stand Downs which occurred last year... more text will help.
Stand down is when there are no more causalities, or harmed persons and the staff can stand down and relax.

It is also used if there was a incident and they have to stand down (usually with pay) someone who may have erred in the performance of their duty

There is a day In Australian when all Police have a day where they stand down from duty Ie: not strike, and they remain on full pay, (Minimum staff stay on of course) and they march to pledge for a zero harm for police in the line of duty, and to honor those who were harmed or lost their life in the line of duty.
In America I have seen Fireman do the same esp after 911. These are annual events, and would explain why annual is in the text.

Ok It looks like it is their Zero Harm Stand down Day Pledge,
I think it is used to inspire comrade ship and to look out for your fellow officer. Don't leave them in a fight, don't turn your back, watch out for their back. make sure your fellow officer / worker goes home to his/her family etc.

I haven't seen it used so much in a company, but I did see a similar thing in a Big Car company when they had a Stand down time (Down Tools Time out) so all could attend a safety briefing.

International Association of Fire Fighters (06/14/06)

The International Association of Fire Fighters (IAFF), along with the International Association of Fire Chiefs (IAFC) and 20 other fire service organizations are calling for the nation's fire departments to observe a "Stand Down" for fire fighter safety beginning Wednesday, June 21, 2006, and continuing until all shifts have been completed. The IAFF is urging its affiliates and their fire departments to suspend all non-emergency activity and instead focus entirely on fire fighter safety.
