Identification of the training needs, number of people who require ABC training, map against the ABC training.

ABC = Anti-bribery and Corruption

Explanation:
There is a list of sessions that are offered within the training programme.

There is a list of the training needs of the staff.

There is a list of how many staff need each bit of training.

Then you take the 2nd and 3rd lists and apply them to the list of training sessions, giving an indication of how many people will need each session (and how many iterations of each session will need to be provided).

If it's easier to understand, another example could be a) number of people staying at a hotel who need a ground floor room, b) number of hotel rooms available on the ground floor. If a) is 6 and b) is 7, when you map them against each other, everyone will get a room. If the other way round, once person won't.

Explanation:
