Development of advocates


Explanation:
Advocates are those who speak up for something, stand up for it. I think this is twisting round the more useful "development of advocates" in that way that lists in business documents do. Advocates are people who speak up for the organisation; affiliates are actually linked in some way - financial or other - so this reading fits in with the limited context.

agree  Charles Davis: Not lawyers! I was unfamiliar with the term "advocate" in marketing, but found this enlightening: http://www.merck.com/newsroom/vioxx/pdf/026_appendix_k_advoc... . "Development" seems to mean enlisting them, building a team.
