Steel is given a “default” rate of 25% by LEED. This means that they assume the steel has at least a 25% recycled content, handy if the steel manufacturer refuses to provide the required documention, which has been known to happen.

If the manufacturer refuses to provide the information, LEED provides a way of estimating (I admit, not in a very precise way) the percentage of recycled content any lot of steel contains. LEED does not want to punish the people seeking certification. If they must use certain sources fro the steel they use and cannot obtain exact information concerning its composition, LEED will accept calculations based on this percentage for the information it requires for certification.

Sorry, very bad English - it should read "the percentage of recycled content contained in any given lot of steel". I hate composing sentences inside little boxes!
