Hi Tomy. If the manufacturer does not provide the information that the person/entity attempting to achieve LEED certification needs to apply for certification, LEED allows the person/entity applying for certification to assume that the ratio is 25%. (Otherwise they would have no way to continue with the application process and LEED wants to encourage people to achieve this certification.) In an ideal world, every manufacturer would provide this information, but apparently some do not and not everybody can buy the steel they need from a LEED approved supplier. So the option to assume that the steel contains at least 25% recycled material is a convenient / handy option for the person/entity applying for LEED certification if they do not have information from the manufacturer.
