"A "Moo" is the smallest of the administrative areas, usually a village, but may be a housing development or an area of a town, village or city. A "Moo" is distinguished by being awarded a local administrator (Phu Yai Baan) who acts as general councilor and performs duties such as witnessing official documents etc.
