English term or phrase: home improvement work

I am translating a monthly newsletter published by a housing association in the UK. This time I’d like some clarification about the phrase ''home improvement work’’ as used in the text below. Does the phrase imply work done inside homes, like installing new kitchens or bathrooms? Or perhaps renovating homes as opposed to flats?

''Refurbishment Update
We are hearing positive feedback about the refurbishment work, but there are areas where we still need to improve. Sometimes the timings are putting pressure on all concerned. We're talking to contractors and tenants to see how we can improve on this.
By the end May we will have completed work on around 130 properties.
We plan to re-tender the contracts for the remainder of our non-traditional stock, to ensure the best value for money. Work ranges from new windows and doors, to external wall insulation, replacement of walls, and *home improvement work*''
