English term or phrase: milestone criteria
The Contractor shall not be entitled to payment under the Payment Schedule before the
respective milestone criteria has been fulfilled.
whobe
requirements of a particular stage of construction
Explanation:
The schedule of the construction project is divided to specific stages (milestones), and a stage is finished when all the specified work (criteria) for that stage is completed. The payment schedule is based and corresponds to these stages (or parts of).
The text says that payment to the Contractor can be issued only when all the work specified for that particular stage is completed.

The process is complex, and the number of stages, parts of stages depends on the nature of the construction. The process and the corresponding payment schedule are worked out in advance, and the Contractor is paid accordingly.

Here is a simple, illustrated example of the 9 construction stages of a two storey underground car park.

specific details of a task or challenge (within a large project)

Explanation:
I found the below website that contains a lot of contextual examples of this, in Project Management in this case. My understanding is that within any project, large or small, a series of tasks would be drafted (and assigned) and each completed task would be a step closer to completing the project - but of course, a milestone has a much more 'laborious' connotation that a mere task.
