I am a bit confused about the part in bold.

The student furnishes proof that he has stable, regular and sufficient means of support to provide for his own requirements and those of the members of his family. Or the name(s) of the member(s) of the family are present on the declaration of accountability of the student or the study grant is high enough for the student and his family.
