GLOSSARY ENTRY (DERIVED FROM QUESTION BELOW)
English term or phrase:
Settlement Advisors
English translation:
People who help immigrants settle in a new country
Explanation: I found the term fitting your context as part of the Government of Sakatchewean, Canada immigration services. The following is a web posting asking people to apply for the position of settlement advisor.
"Settlement Advisors
Background
The Immigration Services Division of the Ministry of Advanced Education, Employment and Labour will establish Immigration Gateways in 11 service areas across the province. As first points of access to information, resources and services for newcomers to Saskatchewan, Immigration Gateways will connect recent immigrants to Settlement Advisors who can assist them with the specific challenges of settlement.
Call for Applications
The settlement advisor’s role is to welcome newcomers and help them develop the personal tools and resources needed for successful transition into their new Saskatchewan home communities. Settlement Advisors will be expected to serve a broad range of linguistic, ethno-cultural and religious backgrounds and to deliver services in a timely, flexible and cost-effective manner.
Both individual applicants and organizations on behalf of individuals (e.g.: registered Saskatchewan non-profit or charitable organizations, Saskatchewan post-secondary education institutions, public libraries, or municipalities) are encouraged to apply."

FROM AUSTRALIA:
Visiting Settlement Advisors assist cultural orientation in Africa
Four settlement specialists from Australia are preparing to travel to Africa to work with trainers for the
Australian Cultural Orientation (AUSCO) program, assisting them to refine the presentation of
information for refugees and humanitarian entrants preparing to resettle in Australia. AUSCO trainers
work to a broad curriculum developed by the Department of Immigration and Citizenship (DIAC) but the
challenge for trainers is to tailor their presentations to focus on the most vital and relevant aspects of
the curriculum. This month, two Visiting Settlement Advisors will travel to Kenya on a three-week
placement to provide advice and feedback to AUSCO trainers working in East Africa.
I would guess that your "blank" would prefer to some sort of agreement, whether it be legal services, mediation/arbitration services, financial services, etc. You would need more context to fit in that phrase.
• Get to know your Settlement Advisor and how he or she can help you.
• Use your Settlement Advisor’s knowledge and experience to help you find community resources and services to meet your most immediate needs, if you have not already done so. For example, you may need to find out where to get food, health supplies, apply for a health card, etc.; and,
so more context would be needed. Lots of google hits!
