This is a single point among other points tackling different levels of students targeted by an educational entity.
The preceding description ends with: "These courses and programs are targeting Emiratis from diverse backgrounds and levels of education, including"

As you will see online the word infers the educational and social levels together. What do you think?

To save your time, this is the def. at TFD: To raise to a higher level; upgrade.

Setting is UAE. I need to know whether the word is more related to social class or educational progress.

the key is in the "upscaling, AND currently" ... the "and" means that one of the ways they are attempting to improve their social status is by increasing their level of education

From what you have presented I that that it is a somewhat awkward way of saying "These courses and programs are targeting (student age) Emiratis from diverse backgrounds and levels of education, (and also) adults who (have) enrolled in adult education/home study.

It seems more to be a way of differentiating the adults who have decided to now get the education that is normal for those of a younger age. That is an "upgrade" in education, which might help them in access to jobs that require language, literacy, mathematical and other such skills they had never mastered.

Upscale, at least in the U.S., is usually used to refer to more expensive retail outlets, like upscale restaurants and upscale clothing stores and the like. But it is not usually used in the way they are using it in your text, nor would adult education quallify them for an upscale life style.

So, I think such education for adults is not primarily about social scale.
