The transponder register data may be up to 1 aerial scan old since the event may occur just after the illumination of the aircraft.

What does this "old" mean?

Explanation:
The implication from the word "illuminated" is that the transponder is responding either to a radar "paint" or explicity transmitted request by chirping it's identity. Depending on the transponder that may include absolute height, course and speed information.

If the unit is responding to an outside event then the delay is the sum of the outbound propagation delay, reception and processing time on board the aircraft, propagation delay back to the original source, reception and processing time at the originator and display latency. In cases where the ground-bound radar array lacks accuracy the chirped response of height, course and speed information can be presented as fact to an air traffic controller despite the fact that the aerial transponder is quizzed infrequently and may never be quizzed even a second time. As an aircraft transits a control area this displayed data may rapidly become out of date yet never be corrected on the hndler's display. In older ATC systems the air traffic controller may have no way of knowing if the displayed data is based on recently acquired radar ranging data or out-of-date transponder acquired data.
