English term or phrase: racket strap
Ensure trafo is secured using *racket strap* – check condition of strap before use.

This comes from a Method Statement on transporting transformers from store to site where they are installed on poles. The racket strap is used to secure a trafo to a vehicle.

In this context would a racket strap be a piece of rubber or what?

I'm almost certain they mean a ratchet strap, which is a special type of nylon webbing strap. It hasa buckle that you slip the loose end of the strap through, and then you pump a lever on the buckle to tighten it up all the way. There's a quick release to then release tension.
