English term or phrase: submission requirements
I’m translating a risk analysis document concerning the transfer of paint manufacturing from one site to another within a large multination corporation. The analysis is divided into sections, each of which contains a number of questions relating to particular aspects of the proposed reshuffle. I can’t make out what the word ‘’submission’’ as used in two phrases: ‘’submission requirements’’ and ‘’submission’’ documentation. It would appear that the two uses of the word are related to each other. The answer to the question about the submission requirements is: No, PPCN is missing. I believe PPCN stands for Protection Plan Change Notice.

Any help would be greatly appreciated.

English translation:documents/items necessary to obtain approval
Explanation:
In view of the subject:
the transfer of paint manufacturing from one site to another;

PPCN is more likely to be: Product Process Change Notification.

Process changes would require various approvals, and the "submission" is referring to a submission for approval.
This can be a third party approval, like Quality System or Management, but because the expression is listed under customer requirements, it is more than likely that it is a "supplier approval request"; the cusomer's approval is required for the transfer of manufacture, which would result in various changes, for example the product/process, so the document describing these should be included in the application.

The sample below has the following points listed among others, which would be relevant to your case as well:
Organization change that may affect end item
Detailed description of change
Planned date of implementation....

This refers to the same kind of process:
In some cases, PK may elect to review Supplier proposed permanent changes at the Supplier’s facility.
To request a permanent engineering change, the Supplier shall use the Part/Process Change Notification form (PPCN), or other equivalent form of notification acceptable to the PK Buyer.
