English term or phrase: nominal capacity vs. rated capacity
what is the difference?

English translation:As far as I can tell from these definitions, there's no difference
Explanation:
Definitions of nominal capacity on the Web:

* In electromagnetism and electronics, capacitance is the ability of a body to hold an electrical charge. ...
en.wikipedia.org/wiki/Nominal_capacity

# Capacity – The quantity of electricity that can be obtained from a battery in one cycle from full charge to full discharge when the battery is discharged under conditions of rated current level and ambient temperature within the predetermined range. Generally, capacity is expressed in units of mAh (milliampere-hour).
# Nominal Capacity – The standard capacity designated by a battery manufacturer to identify a particular cell model.

Definitions of rated capacity on the Web:

* The number of ampere-hours a battery can deliver under specific (rate of discharge, end voltage, temperature) conditions.
depts.washington.edu/~matseed/batteries/MSE/definitions.html

* The quantity of electricity, as defined by the manufacturer, delivered by a cell or a battery under specified conditions after a full charge ( C/5 discharge rate to a final voltage of 1V at 20°C, after storing 1 hour and charging 16 hours at C/l0).

maximum capacity (in power generation)

Explanation:
Unfortunately you have not provided any context, so Jack's suggestion, relating to electromagnetism and electronics, could be correct also. If I assume that your terms come from the field of electrical energy generation, the following definitions might be of help.

The ratio of a power plant's average production to its rated capability is known as capacity factor. The capacity factor for a power plant is the ratio between average load and rated load for a period of time.
- Nominal (electric generating) capacity means the maximum net electric power output of an energy facility based on various factors (temperature, barometric pressure, humidity, etc).
- Rated capacity is the maximum capacity for which a boiler is designed (also at specified conditions). Rated capacity is also called installed capacity or maximum output.

In other words, "nominal capacity" and "rated capacity" in the context of power generation both mean maximum capacity.
