This is a note, not a sentence, as it does not contain a finite verb. A predicate is everything in the sentence other than the subject. It is the bit that tells you what the subject does and how. In other words, you don't really need to ask what is the predicate, that is too general. You need to look for the subject and the finite verb. If there is no finite verb, then it is not a sentence.

It is perfectly normal to write notes that are not sentences for this sort of report and there is nothing wrong with this one. The previous note is also not a grammatical sentence, though the bit in parentheses is and contains two finite verbs. Again, perfectly OK in the context of test notes.

As for the meaning, without knowing what was being tested and how, it is impossible to say whether the "reasonable force was produced or applied". What is certain is that it means that the force in question was reasonable "given" i.e. taking into account the potential age grading for type of bike inspected.
