Basically there is a guard or barrier that goes between the equipment and the person operating it, at the point of operation (i.e. between their hand and a great big cutting blade, etc.). This is saying they are not allowed to operate a machine unless at least one guard is in place to protect them - so if the guard isn't there, they must not use the machine.
