Employees do not tamper with or disable machine/ equipment guarding. The machines are not operated if the point of operation does not have at least a single point of operation guard in place.

is there a way to be sure what it is meant here ? I suppose that during operation a minimum safety level should be kept??

Unless at least a single point-of-operation guard is in place
Explanation:
I'm not an engineer but I have some gardening equipment that has point-of-operation guards!

Basically there is a guard or barrier that goes between the equipment and the person operating it, at the point of operation (i.e. between their hand and a great big cutting blade, etc.). This is saying they are not allowed to operate a machine unless at least one guard is in place to protect them - so if the guard isn't there, they must not use the machine.

Yes, indeed. The hyphens probably make it clearer...
