One or the other. How this is translated (Information and Communications Technology is also correct, but I would just leave ICT) depends on the level of education you are talking about and to whom the document is directed. If it is directed to educational professionals, ICT is probably better; if it is directed to parents or students at a secondary school level or lower, a simpler explanation such as computer skills or IT skills would be more appropriate. Most average people are familiar with IT as information technology.
