I think it would be easier to understand if it were written as 'working into' — it's not 'in' to say 'under', and indeed, these are probably transversal functions anyway.

So something along the lines of: "there is an inspection dept. and a stores dept. reporting to the team of two works managers" — it's not clear if this is in fact 1 mgr per 'function', but I somehow doubt it.

Thank you all for your feedback. Unfortunately I'm pretty sure it's written by a native speaker of English and a CEO of a company. The whole text is kind of strange with a lot of spoken language not fit for an official corporate memo.

Jessica, "stores" does refer to warehousing from what I figured.

Some more of the context:

The two managers will create the flexibility to manage an extended shift pattern as well as multiple sites. It is proposed that the role of Mechanical Manufacturing Manager will no longer be required in this new structure. (2 staff)
Working in to these two works managers will be an inspection and a stores function as well as the direct workforce of team leaders and operators.
Stores will have a Goods Inward inspector and 5 stores staff (6 staff)
There will be five Inspectors across the manufacturing and fabrication operations (5staff)
