"That the professor is here" - subject (noun clause)
"bewilders" - main verb
"everybody" - complement

"That the professor has not yet decided when the paper is due" is a noun clause. The noun clause is the subject (a long subject, but only the subject), so the phrase needs a main verb to be a sentence. For example:
"That the professor has not yet decided when the paper is due is certain."
Compare: "That the professor has not yet checked our papers is certain."

If it were not a subordinate clause, i.e. without "that", I would say definitely there is nothing wrong with it.
If you assume it is preceded by a main clause in the past tense. e.g. "My lecturer told me...", then it should be followed by the pluperfect, and the past, i.e. "...that the professor had not yet decided when the paper was due."

Either is acceptable and "is" is more common, though if you apply strict rules of grammar you might say that it should be "will be". But a language is as it is used, not according to rules which have fallen into disuse.

got it, the other portion of the sentence exists as part of the question on the test, I think what the test is looking for is "will be due" is that one of the options?

the book says that" is due" is wrong here. you are absolutely right.
as Kim suggested it is a dependent clause. any way is there any mistake except that in this clause?

If the sentence did not have the "that" at the begin it would be a correct sentence...the professor is yet to decide.
"That" at the beginning tells me THAT there is a portion missing (this sentence itself is an example) as in: I heard yesterday THAT the professor has not yet decided, etc.
