English term or phrase: air, airing, airs
a computerized map of the freeways using information gathered by sensors embedded in the pavement ....... on a local cable channel during rush hours.

air is a verb here, meaning "is broadcast"

a computerized map (sing.) > airs

"A computerized map.... to air on a local channel ....." is not correct because it is not a complete sentence with a conjugated verb.

In these kinds of questions, try removing the additional information and simplify to just subject, verb, object (if any). Then compare with something simple (an old man ..... on a chair) You will see that the verb has to be sits, not to sit.

If there was some information before "a computerized map", it is possible that the correct answer might change (e.g. He did not want a computerized map ... to air....).

I hope I am not complicating things. Context is everything.
