English term or phrase: were clear
Hello everyone,

The Border Service and State Customs Service in XXX were clear that they saw the YYYY as the lead national agency on counter narcotics work and that they had no problem in passing on information and intelligence to the YYY and the ZZZZ in particular.

What does "were clear" mean in this context?

My own understanding: It was clear/evident that they saw the YYYY as... but I'm not sure.
