Hello everyone,

This new methodology starts with a strategic picture of the nature of the problem (a corporate understanding of everything that is known about the who, what, where, how, why and when involved in drug trafficking), the construction of teams to address specific operational needs, specific information gathering resources, a routine dedicated analytical capability and a participative management structure. The latter has evolved from standard police ‘supervision’ practice to one that manages the deployment of resources using a variety of tactics according to the intelligence picture presented. Of course, such an infrastructure is expensive and challenging for a country with limited resources and there will also be legal issues. The threat of corruption has the potential to negate such investments and will always be a crucial strategic issue. But the reality is that in the absence of such a development, opportunities for success will be limited to technical assistance to identify concealed consignments, the ability of individual officers to identify traffickers at ‘pinch points’ such as border crossing points or such information as can be forthcoming from informants or public.

I fail to understand what does "the latter" refers to in this context:

1. to a routine dedicated analytical capability and a participative management structure
2. to participative management structure

If I'm not mistaken, participatory management means that employees can participate in the management of the organization where they work, but what does participatory management have to do with standard police ‘supervision’ practice and the deployment of resources using a variety of tactics according to the intelligence picture presented?

"such an infrastructure is expensive," which implies both different rules of operation and a financial investment in equipment for more in depth work. So that would be your choice#1.

I think what is implied is a new type of intelligence set up with a new set of management rules that may violate the older hierarchical management structure. The intelligence grouping may have people of an official lower rank operating in a different and more fluid way than the more traditional hierarchy.
