English term or phrase: do the full service of proactivity
Hello everyone,

A team such as XXXX can be asked to do the full service of proactivity from start to finish or can fit in to a particular part of the process to deliver particular skills. In this respect, their training in Special Investigation Techniques , courtesy of the bi-lateral support made them ideal for intelligence development and pursuing the interdiction but not the initial identification of geographic or human intelligence targets.

Thank you.

provide a fully proactive service
Explanation:
I think that the source phrase is very poor English, starting with the use of the verb "to do". You don't do a service you perform or provide or execute it. What exactly is a "service of proactivity"? Proactivity is acting in anticipation of an event or situation. It involves a degree of guesswork and risk. However, it is difficult to imagine a service that is only proactive and that doesn't follow through. So proactivity is only part of any service provision.

plan and provide for eventualities

Explanation:
I'm thinking that proactivity means being able not only to predict what will happen, but also to be ready to meet the needs through good contingency planning.

Tony is right about proactive/proactivity. My "react to" misses the point.

I think the so-called strict definition or creation of the word stems from the combination of pro, meaing "in favor of" as the opposite of "con" meaing against or opposed to. The second part of the word active/activity calls up the idea of active/action instead of reaction (after the event).

Proactivity is the process or attitude or approach of being proactive. I think the following dictionary defintions are hepful.

Definition of PROACTIVE
acting in anticipation of future problems, needs, or changes

controlling a situation by making things happen or by preparing for possible future problems

Examples of PROACTIVE
A survey was given out to customers so that the company could take proactive steps to improve their service.
The city is taking a proactive approach to fighting crime by hiring more police officers.

proactive Action and result oriented behavior, instead of the one that waits for things to happen and then tries to adjust (react) to them. Proactive behavior aims at identification and exploitation of opportunities and in taking preemptory action against potential problems and threats, whereas reactive behavior focuses on fighting a fire or solving a problem after it occurs.

neutral  Tony M: 'proactivity' doesn't really mean reacting to things, so much as anticipating them. We say "proactive rather than reactive". "Go out and get" instead of merely waiting for them to come to you.
