English term or phrase: project staff was discontinued
These project revisions made no substantive changes to the project. No revision was made when the XXX was abolished or the project staff was discontinued. This loss of staff had a major impact upon the project and as a consequence there was no line of responsibility left.

Does "project staff was discontinued" mean "project staff was fired/dismissed"?

The context does not suggest why this happened, just that it happened. I see nothing to suggest that it was for financial reasons. And nothing indicates what happened to these member of staff, whether dismissed from their employment or reallocated to other functions.

Explanation:
It might not mean fired as these people may have been transferred to other projects funded by other line items in a general budget. That said, the project no longer was staffed.

Explanation:
fired and dismissed heavily imply that the members of staff were relieved of their duties due to a form of misconduct, gross or otherwise. Discontinued implies their services were no longer required or that funding was unavailable to remunerate them, so their contracts would have been terminated

disagree  B D Finch: Not necessarily. They might have been on secondment and returned to their substantive posts. They may have been redeployed. Fired and dismissed also do not imply misconduct.
