HE (Bolton) claimed that the United States was not demanding "last-minute" alterations and asserted that over several months Washington had proposed four separate sets of changes that were only then becoming public. Whatever the timing, the proposed U.N. resolution - at twenty-nine pages - was so detailed that it was unlikely that Washington or any other government would have accepted it without some reservations. For example, the document asked the United States to pledge to enforce treaties - such as the Kyoto Protocol on climate change - that the U.S. Senate had never ratified.
