By the way, I do think there are hits in US and UK government sites too, e.g.,

Thanks for weighing in Ambrose. I havent found any hits on the US or UK government website, and only 27 on the United Nations. Where did you find yours? I imagine it is a non-native phrase that crept into international texts...

BTW, I think we can pretty much rule out the possibility that this is a non-native expression. The term “organic process” seems to be pretty prevalent, e.g. in government web sites.
