I understand the literal meaning, but what is the meaning in context? What does making interpretations has to do with failure?

In that context, the Delegation reiterated its support for the statement made by the Delegation of Brazil on behalf of the Development Agenda Group on the issue of Coordination Mechanism. The Delegation reiterated that it was a very important achievement for WIPO and added that if Member States were to continue making interpretations of it, it could fail.

agree  BdiL: I agree that interpret could be seen as an understatement, shading modifications from view, because interpreting means questioning guidelines.Therefore using modify is more than acceptable to explain the real risk of "interpreting"."Let's do it!"Maurizio

WIPO is a one vote forum. If to imagine, that if even a few of 177 member states started questioning that which had been already agreed on all over again - the prospect of carrying and adopting a joint resolution might be impossibe. WIPO Copyright Treaty, which
prohibits circumvention of technological measures would be left with an endless ball of wool.
