Disciplinary procedure in a company. One of the points in the list of gross misconduct:

Dishonesty in reporting or misleading the company of the whereabouts of the employee during normal working hours, that is not carrying out duties where employee is employed to visit customers, conduct field sales calls or where employee commences working day from home base and fails to do this.

Is it possible that "home base" in this context means working from home?

Explanation:
For example, a company might have several sites/offices in various towns and the employee might visit several in the course of their work, but be expected to start the day at their home base. Their travel costs and working time will be calculated on that basis. Note that in the UK the cost of travel to the workplace from home is not tax deductible.

this arragement is faily common with translators employed by international organizations ... the translator is on the payroll (not freelancing) but is allowed to work from home ... and this modus operandi also applies to other activities and professions ...

I should just add that the employee has to show up at the office too ... it doesn't mean that they work from home all the time ...
