We expect your on-line behavior to mirror the behavior we expect at all times and that we have policies to protect against.

Is this a subordinate clause? Which part does it modify?

I think all they mean is "Behave properly online". I would put it something like this:

"We have a policy of maintaining acceptable standards, and we expect you to behave in accordance with these standards at all times."

I think all they mean is "Behave properly online". I would put it something like this:
