Asker: We are talking about "pay programs" here. How would it be related to a transaction or a deal?

Asker: Stephanie's comment makes more sense to me. I can pick one meaning in the dictionary. Everyone can do it. That is not what I want. What I want is what it means in this context.

agree  Sharon Toh: I agree with this answer, and my comment on the asker's notes is: There are monetary and other transactions related to 'pay programs', so why not?
