My understanding is: the cell leader "owns" the equipment during his shift period, then creates a handover report of the shift that summarizes the events that happened during this shift, and the next cell leader becomes the new owner of the equipment after this handover for the length of his shift?

This seems to have all the elements of an OCR error. Could it be "during that shift run by the cell leader."? As Sheila mentioned, more context might improve the guesses...

I agree with B D that the proposal makes sense grammatically, but maybe not logically. Another possibility (although I'm not too sure of this) might be "that shift's own cell leader", but that's quite some typo. Sentences around this one might help decide what they're trying to say.

I think it should read "...during that shift owned by the cell leader" i.e.
that cell leader's shift.
